According to the documentation for the project, to ensure the sustainability of the unified telecommunication network of the Russian Federation in various conditions becomes necessary that used a global navigation satellite system is controlled by the Russian Federation and was under Russian jurisdiction. These systems include the global navigation satellite system GLONASS.
One of the priorities of the introduction of GLONASS technologies in the field of communication is to create conditions for the use of GLONASS signals in cell phones. For this purpose it is proposed to adopt the order of the Ministry of laying down the requirements for cell phones that have in their composition with a global navigation satellite systems, including GLONASS receivers.
After taking his order requirement will apply to manufacturers and sellers of cell phones. They will be required to certify compliance they supply to Russian phone requirements for navigation systems, including GLONASS.
Federal Communications Agency (FAC) will record the declaration of conformity. On Roscomnadzor be responsible for monitoring the use of the territory of the Russian Federation only subscriber terminals having a declaration confirming their compliance with the statutory requirements.
Planned date of entry into force of the requirements – the first quarter of 2014.
