The reform of the Russian Space Agency went to the second round – Kommersant

Yesterday, President Vladimir Putin agreed with the proposal to merge the Federal Space Agency (Roscosmos) and the Joint Rocket and Space Corporation (ACCD) into a single state corporation. Option with the creation of such a structure was considered as early as 2012, but at the insistence of Prime Minister Dmitry Medvedev has been postponed. Now the situation has changed, according to sources, “b”, the government decided to put an end to the conflict management Roscosmos and ACCD. State corporation headed by CEO Igor Komarov ACCD.

Carry out a new reform of the Russian Federal Space Agency, Dmitry Medvedev suggested yesterday during a meeting with Vladimir Putin (see. P. 1). “Experience shows that the problems in the space industry more serious, more complex and their solutions need to focus a bit different state,” – he said, proposing to merge the agency and the ACCD in a single state corporation as “the centralization of administrative and economic functions proved its effectiveness” . Head of the new structure, he proposed the appointment of the general director of ACCD Igor Komarov. Vladimir Putin supported the proposal. The current head of Roscosmos Oleg Ostapenko from office was released yesterday, and in the evening, Dmitry Medvedev signed a decree appointing Mr. Komarov.

After that Igor Komarov at a meeting in the government assured Dmitry Medvedev: “I think that by the end of the month we will make the government a draft law on state corporations and plans for its creation.” Problems with this process should not be, says the source “b” in ACCD: options for creating a state corporation discussed guidance on internal meetings several times. It will be created by the abolition of the space agency and empowerment ACCD. Oleg Ostapenko get a comment “Y” failed: yesterday he was on a working visit to St. Petersburg.

Recall that in 2012, then headed Roscosmos, Vladimir Popovkin, proposed to restructure the management of the industry was on a prototype of “Rosatom”, giving the state corporation as the chief administrator of the budget and submit to it all the industrial enterprises . Was developed and projects, such as the proposed 17 relevant departments of the state corporation (instead of existing in Management Agency) and separation industry on eight holdings (Engine production spacecraft, missiles and so development. D.). A year later, Mr. Popovkin, despite the opposition of experts “Open Government” and the Ministry of Economy officials managed to convince Vladimir Putin in such reform options: according to “Kommersant”, the President instructed the head of his administration Sergei Ivanov to monitor the process of preparing documents for the decree “On the Creation state corporation “Roscosmos” ̶ 0;. However, in the process intervened Dmitry Medvedev: June 11, 2013, despite the support of the majority of government officials, the prime minister spoke out against Mr Popovkin options. As a result, plans to create a state-owned corporation were postponed.

The new reform begins at the moment when the previous is not even close to completion. It started December 2, 2013, when the president signed a decree establishing the ACCD: it was planned that within two years the corporation will be 56 industrial enterprises, while Roskosmos agency will function as the customer and policy coordinator in the space sector. The reform process was accompanied by leaders of the two conflicts structures on a wide range of issues. For example, the Federal Space Agency would like to participate in the selection and coordination of Directors of industrial enterprises controlled by the ACCD. Corporation, in turn, demanded (and obtained) a right of direct control FSUE that subordination to ACCD had incorporated. Not easy things were and with the formation of the Federal Space Program for 2016-2025 years that Roscosmos estimated at a record 2.436 trillion rubles. (See. “B” of 12 November 2014). The money is lai d, in particular, the creation of super-heavy launch vehicle to launch from the Baikonur East and testing of a new manned spacecraft. At the end of 2014 there was also a plan to establish its own orbit of the Russian space station. Corporation, see the list of projects, has decided to assess the reality of their execution, which eventually led to a shift in timing of the document to the government.

According to the source “b” in the Russian Space Agency, for the past year “ACCD did not become a separate entity and turned into an artificial layer between the agency and the industry.” “The conflict between Komarov and Ostapenko only grow, this Gordian knot had someone cut” – says the source “b”. According to him, initially stronger position was Igor Komarov, the activities supported by the general director of the state corporation “Rostec” Chemezov. Source: “b” in the Government adds that the authority of the former head of the Russian Space Agency and undermined the problems with the construction of the cosmodrome East, although they often arise due to the fault of the general contractor – Spetsstroy Russia.

On the main provisions of the new reform is expected to Mr. Komarov today speak at a meeting in the office of the Russian Space Agency, which will Deputy Prime Minister Dmitry Rogozin.
