“Federal Drug Control Service has confirmed – article in” Wikipedia “does not violate the law” – News

– These questions are right and natural for the idle citizen. But not for the law enforcer who was entered into force and are not contested in the established order of the court and must – emphasize obliged – to fulfill it.

When the court decision was received by Roskomnadzor, we especially given the situation as much as possible public status . We were quite sure that the community and “Wikipedia”, and the administration of the Russian-speaking segment of the Internet encyclopedia would react to information about how to make the drug as well as any sane person, that is, as an absolute evil.

We were unpleasantly surprised when the Executive Director of “Wikimedia Ru” [Stanislav] Kozlowski began to use the time required for implementation of the law, the deployment of large-scale information campaign. Its purpose, in our opinion, is to maximize the emotional pressure on Roskomnadzor the public and the media. Apparently, hoping thereby to influence the decision of the supervisory authority.

– In all likelihood, affect succeeded. You have removed the article from the registry?

– enforcement decisions are alien emotions. We are used to dealing with legal documents. So we turned to the Competence Centre for Drugs – Federal Service for Drug Control (FDCS). Their experts have confirmed to us that this information is in the court’s decision is illegal, that is, it must be removed or fully edited.

– «Wikipedia” had much to edit an article?

– We appreciated the efforts of the community “Wikipedia” to change the text of the original article, which was taken on Saturday and Sunday. Primary article “Charas”, which did not have any confirming source, and therefore do not comply with even the “Wikipedia”, has been completely redesigned encyclopedia editors. The text has become a truly academic and scientifically sound.

– But then it is unclear why the “Wikipedia” is still included in the black list, and a few hours later excluded from it?

– We do not have competence in order to assess whether to stay in the new text information is illegal or not. We appealed to the Federal Drug Control Service of the new expert opinion.

On Monday came “X hour”. We were directed to lock the link that was specified in the court decision. – Explain one more loud story. On Tuesday, several media reported that Roskomnadzor met to Facebook about the updated law “On personal data”, entering into force on 1 September. According to the amendments, all companies must keep personal information about Russian citizens in Russia. Is it really so?

– Normally we do not comment on the details of confidential discussions with certain companies. But in the current situation in the media began to spread information with reference to some anonymous sources, which categorically affirms the refusal of Facebook to fulfill the requirements of entering into force of the localization in Russia databases with personal data of the Russians.

At the meeting, the head of Roskomnadzor Alexander Zharov with Facebook spokesman Thomas Christensen Company has been provided with all the needed information about the requirements of the new law and the mechanisms of its implementation. Mr. Christensen, in turn, told the leadership of departments in some detail how the company Facebook collects, processes and stores data users. The conversation took place in a constructive spirit, and we hope that Facebook’s soon fulfill the promise to announce a formal position on the transfer of databases with personal data of Russian consumers for servers located in Russia.

– You believe them a word or September 1 for all companies, including those for Facebook, will check, whether the data is stored in Russia or not?
