Roskosmos will offer India to establish a joint satellite system – ComNews.ru

On the initiative of the Russian Space Agency on the agenda of the meeting of the Russian-Indian intergovernmental commission, scheduled for October 20, including suggestions for joint efforts to create a global telecommunications satellite constellation.

– The basis of the proposal – promising project upgraded the satellite communications system “messenger”, prepared by a minority shareholder of the company – “Dauria Aerospace” – told “Izvestia” an informed source in the Russian Space Agency. – Today it is at least 48 satellites in low orbits, although the appearance of groups may be modified, depending on the wishes of the Indian partners or representatives of other BRICS countries, with which the project is also planned to discuss. Also, we will focus on the possibility of co-creation and operation of telecommunication satellites in geostationary orbit to provide fixed communications in remote areas, deficient communication solutions.

According to the source in the Russian Space Agency, the updated “messenger,” can be compared with satellite systems Iridium and OneWeb: proposed to achieve global coverage through the use of communication links between satellites (like Iridium) while providing high-speed internet access (up to 3 megabits per second) from anywhere in the world.

According to a source in the Russian Space Agency , to report on the new system in the first, closed part of the meeting will be the general director of “Runner” Dmitry Bakanov.

The very Bakanov declined to comment.

Initially, “The Messenger” – a military communications system, which as an aid for transmitting intelligence information from compact devices. Now the “messenger” operates 13 satellites that allow the exchange of telematic messages. The main purpose of “Runner” today – a monitoring facilities and infrastructure. Including “The Messenger” is involved in the ERA GLONASS emergency response. In cases where a distress signal from a vehicle can not be transmitted normally, that is, over a cellular network, SOS will be sent via satellite “Runner” to emergency services got the exact coordinates of the accident.

The transition plans of “The Messenger “satellites of the new generation have been discussed for several years, but the appearance of long-term scientific and technical apparatus Council Roscosmos has not yet approved. In the last year, that is, even before the crisis, the draft version of the Federal Space Program (FCP) in the 2016-2025 years, the new system “messenger” is described as follows: by 2020 the system will have a capacity of up to 80 Gbit / day to 2025 – up 120 Gbit / day, which will serve up to a million high speed subscriber terminals. Budget creation “Runner” new generation was 43.6 billion rubles, of which 3.9 billion – on research and development work, and 39.7 billion – directly on the production and deployment of the system.

The updated version of the draft of the PCF, which Roscosmos submitted for approval to the Ministry this year, the project “Runner” already looks much more modest: the number of starts is reduced and partly postponed abroad in 2019, and the budget reduced to 15.7 billion rubles.

– Russia is developing the project with personal satellite communication 90s of the last century, and the main problem is not in technology, but in the scale of use, – the member of the Russian Academy of Cosmonautics Tsiolkovsky Andrew, son of John. – Serving only Russian gospotrebiteley absolutely impossible to compete with global players such as Iridium. At the same time, any satellite communication system initially has a global application, and this makes it possible to seek global partners. So a partner in the first place seems to India, where the activities of the same Iridium banned, and the need for mobile communication is and the potential of the telecommunications market is impressive. Involvement of project partners in the BRICS would guarantee and investment in joint projects, and the scale of use of the system.
