57 high schools and 142 branch showed unsatisfactory results in the course of monitoring the effectiveness of 2015 – Teacher’s Newspaper

Meeting of the Interdepartmental Commission chaired by the Minister of Education and Science Dmitry Livanov of the Russian Federation, which is opening the event, noted that the monitoring covered all the organization of higher education.

The participants discussed the results of the study in 2015, during which they collected data on 900 universities and 1,232 branches. It was noted that 57 universities and 142 branch completed at least four key monitoring indicators, including state educational institutions – 25 high school and 134 branches, non-government – 32 university and 8 branches.

– The detailed analytical information on the results of the monitoring are traditionally represented in the public domain, which gives applicants the opportunity to learn about the activities of each institution in the choice of an educational organization – said the Deputy Minister of Education and Science of the Russian Federation Alexander Klimov.

At the same time, the results of monitoring the effectiveness of the founders allow universities to shape a strategy for optimizing the network of universities under the jurisdiction. So on the basis of the Commission’s decisions made on the basis of the monitoring of past years, between 2014 and 2015, the Russian Ministry of Education as the founder issued orders to reorganize the 17 jurisdiction of the state educational institutions of higher education, reorganized 190 branches of universities.

During discussion of the results of monitoring in 2015, the Commission decided to send a list of educational institutions is not supplied information in the course of monitoring, as required by federal law, the Prosecutor General of the Russian Federation.

In addition, the decision to send the same list, and the list of organizations and affiliates that have fulfilled at least 4 key performance indicators in Rosobrnadzor for inclusion in an action plan for state control in the sphere of education.

The Commission also unanimously supported the proposal of the Russian Ministry detailed representation of the information obtained in the study, employment of graduates, conducted by the Ministry on the basis of the Pension Fund of the Russian Federation and Rosobrnadzor.

Since 2016 data on employment of graduates will be provided with the level of education, forms of education, with a separate allocation of graduates who received the second higher education, and graduates – foreign nationals.

In addition , the rate will be calculated separately for the head of the university and its affiliates. With respect to the calculation methodology of the index, the Commission had decided in 2016 to calculate this figure only for graduates of undergraduate specialties, residency and internship, full-time students receiving education at this level for the first time. This will improve the accuracy of the index and avoid situations where the assessment of university constituents, including on the basis of data about students, who in the process of obtaining absentee or second higher education have usually employed.

In addition, by a decision of the commission for monitoring the main indicators in 2016 will be kept the same thresholds that were installed during the monitoring in 2015. An exception will be indicator of the employment of graduates. In connection with the change in its calculation method, the threshold value of the indicator will be re-calculated by federal districts of the Russian Federation, which are educational institutions or their affiliates, at a value corresponding to the median ranked set of index values.
